I have a problem where every once in a while my notifications just start to randomly rearrange themselves. It's odd, because they're still in my notifications bar and none of them ever disappear.
I notice that sometimes in the past it has occurred whenever I'm using GPS to an extreme level as well.
Can someone tell me why this is happening?

Notifications are ordered on the concept of attention based sorting, as pictorially shown

The panel and notification ordering logic has been refined into a tiered top-to-bottom system. First, there's "Major Ongoing" notifications for things like currently playing music, phone calls, timers, Google Maps navigation, and other running, foreground services. Below that are "People-to-People" notifications, which are incoming text messages and missed calls from various apps.
